About Build It International

Build It International (BII) is a youth-focused development organisation that has been transforming the lives of young people in Zambia through skills training and employment opportunities in the construction sector since 2006. Build It has developed a reputation for its innovative, demand-driven approach to tackling youth unemployment. Its mission is to improve the lives of young people, their families and communities through vocational training, employment creation and sustainable construction.

The organisation delivers its work through three core programmes. The Training into Work programme, based at the Centre for Excellence in Chibombo, provides high- quality technical and life-skills training in areas such as bricklaying, carpentry and tiling. More than 2000 young men and women have graduated from this programme, which combines classroom instruction with hands-on work placements. Community Projects form the second strand, involving the construction of essential infrastructure such as schools and clinics while integrating training for local young people. The third area is Advocacy and influencing with a focus on building partnerships and collaborations to ensure equity and fairness in construction course training and employability.

JOB SUMMARY

The Head of Training is a senior leadership position responsible for the strategic direction, operational management, and overall excellence of all training initiatives within the Training into Work (TiW) Department. This role ensures that Build It International’s training programmes deliver nationally recognised, competency-based, and industry-relevant skills aligned with Zambia’s technical and vocational education and training (TVET) standards.

The Head of Training oversees curriculum development, trainer performance, and programme delivery across all modalities, including in-centre, mobile, and community-based training projects. This position leads a team of training professionals, sets quality standards, and maintains strong engagement with regulatory authorities such as TEVETA, government ministries, industry stakeholders, and local communities.

The role is pivotal in driving the organisation’s mission of enhancing employability, supporting inclusive learning environments, and contributing to Zambia’s skills development agenda.

KEY RESPONSIBILITIES

1. Strategic Leadership and Department Management

▪️Develop and implement the strategic vision for the Training into Work department, ensuring alignment with organizational goals, national TVET priorities, and labour market needs.
▪️Provide leadership and oversight to all training teams, including curriculum specialists, trainers, and programme coordinators.
▪️Foster a culture of excellence, innovation, and continuous improvement in training design, delivery, and assessment.
▪️Advise senior management and the Country Director on policy, technical matters, and strategic planning related to skills development programmes.
▪️Champion diversity, equity, and inclusion in all training initiatives and staff management.

2. Curriculum and Training Programme Leadership

▪️Lead the design, implementation, and evaluation of competency-based training curricula in accordance with TEVETA frameworks and national skills priorities.
▪️Ensure training programmes are responsive to labour market demands, integrating practical skills, theory, life skills, and career readiness components.
▪️Develop and maintain standard operating procedures and quality assurance frameworks for all training programmes.
▪️Oversee continuous review and improvement of curriculum content to maintain technical relevance and pedagogical excellence.
▪️Guide innovation in training delivery methods, including blended learning, modular programmes, and project-based approaches.

3. Trainer and Staff Development

▪️Recruit, mentor, and manage the performance of training staff, ensuring high standards of delivery, assessment, and professional conduct.
▪️Establish a professional development framework for trainers, including coaching, upskilling, and career progression opportunities.
▪️Promote a collaborative and accountable working environment, fostering knowledge sharing and peer learning among staff.
▪️Ensure trainers adhere to ethical standards, safeguarding policies, and health and safety protocols.

4. Regulatory Compliance and Quality Assurance

▪️Maintain compliance with all TEVETA requirements, including curriculum accreditation, assessment standards, and reporting obligations.
▪️Lead internal verification and quality assurance processes to ensure consistency, transparency, and reliability of learner assessment outcomes.
▪️Serve as the primary liaison with TEVETA and other relevant government agencies regarding training approvals, audits, and policy updates.
▪️Monitor and report on departmental performance using robust management information systems, ensuring evidence-based decision-making.

5. Programme Monitoring, Evaluation, Research, and Learning

▪️Oversee the development and implementation of monitoring and evaluation systems to track trainee progress, programme outcomes, and impact metrics.
▪️Collaborate with the research and MERL teams to generate insights that inform programme improvement and organizational learning.
▪️Document best practices, case studies, and lessons learned, supporting internal and external reporting obligations.

6. Stakeholder Engagement and Partnerships

▪️Build and maintain strategic relationships with government institutions, industry associations, NGOs, training institutions, and community stakeholders.
▪️Identify opportunities for partnerships, joint projects, and funding to enhance programme reach and sustainability.
▪️Represent Build It International at national forums, conferences, and technical workshops related to TVET and workforce development.

7. Budget Oversight and Resource Management

▪️Develop and manage departmental budgets, ensuring effective allocation of resources for maximum impact.
▪️Ensure cost-effective use of materials, equipment, and training infrastructure.
▪️Monitor expenditures, prepare financial reports, and ensure compliance with donor and organizational financial policies.

8. Health, Safety, and Safeguarding

▪️Ensure a safe and supportive learning environment for all learners and staff.
▪️Lead the implementation of health and safety protocols and safeguarding policies across training programmes.
▪️Promote awareness of learner rights, staff responsibilities, and ethical behaviour in all training settings.

QUALIFICATIONS

Mandatory:

▪️Bachelor’s degree in Education, TVET, Engineering, Construction, Community Development, Social Sciences, or a related field.
▪️Minimum of 7 years of experience in training management, curriculum leadership, or skills development programmes, with at least 3 years in a senior management role.
▪️In-depth knowledge of TEVETA frameworks, national TVET policies, competency-based training methodologies, and quality assurance systems.
▪️Demonstrated experience in leading curriculum development, accreditation processes, and assessment frameworks.
▪️Proven track record of managing teams, budgets, and complex projects in a multi-stakeholder environment.

Desirable:

▪️Master’s degree in Education, TVET, Project Management, or a related field.
▪️Certification in vocational training delivery or adult education.
▪️Experience in managing donor-funded programmes and reporting to international development agencies.
▪️Technical expertise in construction, engineering, or other vocational trades relevant to programme delivery.
